ELECSA Requirements & Costs

When preparing your application to ELECSA, we would advise you to spend some time looking over these points. We also advise printing a copy of our Terms and Conditions and Complaints and Appeals procedure.

On the application form you will need to tell us who in your firm will fulfil the roles of

(a) Principal Duty Holder - the person responsible for maintaining quality standards within the firm; and

(b) Qualified Supervisor (or Responsible Person in the case of an application to the defined scope scheme) - the person within the firm with the recognised qualifications and experience to sign off completed work.

At the assessment, the assessor will want to meet with both of these people, however it is the Qualified Supervisor that accompanies the assessor on the site visit. In smaller firms, the Principal Duty Holder and the Qualified Supervisor can be the same person.

Below is a summary of the key requirements that you will need to be able to demonstrate at an assessment:

Documents - You will need to hold copies of the Approved Document Part P, Current edition of BS7671 (IEE Wiring Regulations), the IEE Onsite guide and the Memorandum of Guidance on the Electricity at Work regulations. These documents will be checked during the assessment. If you do not have these in place, they can be purchased from our online shop.

Instruments - The assessor will check your measurement and test equipment to make sure that it is properly set up, calibrated and in good working order. Calibration certificates will be required and the assessor will test your knowledge of how to use the equipment.

Certificates - The assessor will need to see that you have kept copies of the BS7671 certificates you have issued over the previous 12 months.

Complaints - It is expected that you will keep a register of all complaints received concerning the quality of your work including a log of the remedial action taken. The assessor will want to review any complaints received and the remedial action taken to rectify the complaint.

Guarantee Insurance Provider - You must be able to offer insurance with your guarantees and we will require the details of your provider. This is a requirement of the scheme but is not required to pass the initial assessment as details can be provided after the assessment.

Risk Assessment - You must have a risk assessment procedure in place. We can provide you with guidance on this.

Health & Safety - You must have a signed Health & Safety policy in place. We can provide you with a guide if you do not have one.

Site Visit - The assessor will need to visit installation work typical of your normal activities and which must be adequate to make an objective evaluation of your competence. At least one substantial site visit will be required, preferably two and ideally the sites should be within 20 minutes from your place of work. It is recommended that provisional arrangements for access are made with more than 1 client to enable a choice to be made by the assessor. The assessor will look for compliance to the appropriate regulations and competence in testing the installation.

Training and Qualifications

In addition, the assessor will be looking carefully for comprehensive knowledge and understanding of the following aspects of electrical installation work:

IEE Wiring Regulations

You must be able to demonstrate a full grasp of the current (17th Edition) IEE Wiring Regulations. The recognised qualification for this is the City & Guilds 2382, although it should be noted that there are equivalent qualifications and at ELECSA’s discretion an earlier qualification may be suitable. You may still pass the assessment by demonstrating competence through your thorough understanding of the IEE Wiring Regulations without a qualification but you will be required to achieve the qualifications within the first 12 months of your registration.

Inspection & Testing

You must be able to demonstrate a full grasp of Inspection and Testing relevant to the type of installation work you are carrying out. You must be able to use the equipment and complete the relevant test sheets (simply owning the equipment is not enough!). If you meet all of the requirements and can demonstrate your competence in this area, you will pass your assessment.

ELECSA Costs

Initial Payment

With your application, we will require you to submit a cheque or debit/credit card payment for the first year’s registration and the on-site assessment. This is £390 + VAT (Total £458.25). Ongoing Payments

Once you are registered with ELECSA, you will be charged for each installation that you register with us for the purposes of notification. Each of these will be charged at £1.50 + VAT.

Twelve months from your date of registration (not your application date), you will need to renew your registration and be re-assessed. This will involve a further on-site assessment and renewal fee of £370 + VAT if you have a direct debit mandate with us. Otherwise the renewal fee will be £390 + VAT.
